Take Action AB 1263 | Gipson (D): 2026 Candidate and Incumbent 2A Grades

Each election cycle, Gun Owners of California compiles a scorecard for our members that indicates a candidate’s perspectives on the Second Amendment. Incumbent grades (A-F) are calculated on their recorded legislative votes, and non-incumbents (unelected candidates running for office) are determined based upon answers to our 2026 Election Questionnaire. Every effort has been made to communicate with each candidate; those who did not respond, received a DNR for “did not respond.”


It has been our consistent goal to work toward common sense solutions without sacrificing our Constitutional rights and the ability of the law abiding to protect their home and families. To that end, we believe in the value of an informed electorate and thus, are actively engaged in the political process.

AB 1263 (Gipson) changes the definitions of and creates certain restrictions on firearm accessories to include anything that could increase a firearm’s rate of fire or reloading speed.

There is an unfortunate – yet common – assumption that making a firearm more efficient will only benefit those who may misuse it, rather than considering the benefit to how it would serve responsible,

lawful gunowners. AB 1263 also makes the dissemination of digital instructions and computer code regarding the manufacturing of firearms and accessories illegal even though the banning of digital code has been deemed by federal courts to be a First Amendment violation.

 

AB 1263 additionally requires that anyone who sells a firearm barrel, a firearm accessory and a CNC machine to inform prospective purchasers that it could be a crime to misuse these particular product. GOC does not believe it is the responsibility of a seller to inform any purchaser that what they may do in the future with any product may be illegal. CNC milling machines and 3-D printers are popular and valued tools used by individuals and industry so putting limits on their use is unfair and will do nothing but chill innovation.
