Under SB 948, Californians would be required to complete at least eight hours of government-approved training, including live-fire exercises, simply to exercise a constitutional right. The bill also criminalizes ordinary conduct, including bringing legally owned firearms into the state without first complying with these expanded certification requirements. Failure to navigate this bureaucratic system can result in misdemeanor charges, empowering the Department of Justice to delay, deny, or discourage gun ownership through regulation and red tape.
Most concerning, SB 948 establishes a de facto permit-to-purchase scheme. No other enumerated constitutional right—free speech, religious freedom, or voting—requires citizens to complete state-mandated classes before it may be exercised.
