Take Action SB 948 | Arreguin (D): 2026 Candidate and Incumbent 2A Grades

Each election cycle, Gun Owners of California compiles a scorecard for our members that indicates a candidate’s perspectives on the Second Amendment. Incumbent grades (A-F) are calculated on their recorded legislative votes, and non-incumbents (unelected candidates running for office) are determined based upon answers to our 2026 Election Questionnaire. Every effort has been made to communicate with each candidate; those who did not respond, received a DNR for “did not respond.”


It has been our consistent goal to work toward common sense solutions without sacrificing our Constitutional rights and the ability of the law abiding to protect their home and families. To that end, we believe in the value of an informed electorate and thus, are actively engaged in the political process.

Senate Bill 948, authored by Jesse Arreguín, is a sweeping attack on the rights of law-abiding Californians. Disguised as a “safety” measure, this bill expands the Firearm Safety Certificate program and turns routine, lawful gun ownership into a state-controlled process riddled with mandates, fees, and criminal penalties. SB 948 does nothing to stop criminals—it targets citizens who already follow the law.

Under SB 948, Californians would be required to complete at least four hours of government-approved training, including live-fire exercises, simply to exercise a constitutional right. The bill also criminalizes ordinary conduct, including bringing legally owned firearms into the state without first complying with these expanded certification requirements. Failure to navigate this bureaucratic system can result in misdemeanor charges, empowering the Department of Justice to delay, deny, or discourage gun ownership through regulation and red tape.

Most concerning, SB 948 establishes a de facto permit-to-purchase scheme. No other enumerated constitutional right—free speech, religious freedom, or voting—requires citizens to complete state-mandated classes before it may be exercised. Treating the Second Amendment differently is unconstitutional and fundamentally un-American.
